New London Textiles Action Plan launched, highlighting London’s opportunity to become a global exemplar for circular fashion and textiles

LONDON, 31 March 2025

Developed in partnership between London Councils’ One World Living programme, the Greater London Authority, ReLondon and the Ellen MacArthur Foundation, this action plan aims to support London’s fashion industry transition to a zero waste, low carbon circular economy. 

Why fashion and textiles? 

Home to one of the “Big Four” global fashion weeks, this is an important industry for London. However, increasing levels of consumption, shorter garment lifecycles, and limited options for recycling mean that it is also the cause of significant environmental impacts globally. Londoners purchase on average 48 items of new clothing and discard 44 items of clothing per year, and 40% of discarded clothing ends up in the bin. So London has a significant opportunity to tackle the emissions and waste through supporting reuse, repair and utilising more sustainable materials.

Through joint action, all Londoners can embrace sufficiency, love their clothes for longer through reuse, repair and sharing, and ensure that unwanted textiles find another use.
