This report presents the findings of ethnographic research commissioned by ReLondon to determine the unique challenges that residents who live in flats above shops (‘FLASH’) face with regards to managing their waste and recycling.
Building on previous research on purpose built flats and HMOs, high level interviews with 30 residents were conducted, followed by further in depth interviews and home visits. Research was also carried out with commercial properties located on the same street as the flats and also representatives from some London Business Improvement Districts (‘BIDs’). The work explored genuine recycling behaviours of residents in FLASH, identifying factors affecting motivation, opportunity and capability, and assessed how these factors might differ compared with recycling in purpose built flats and HMOs, and aims to inform recycling policy around FLASH, and to determine how existing interventions and guidelines could be applied or adapted.
